After graduating from the Korean National Police University and becoming a detective, Ji-Yong is assigned to investigate a suspicious report and comes face-to-face with a nationwide jeonse scam. As he confronts criminals who slip through the cracks of the legal system without proper punishment, Ji-Yong begins to question the rules of vigilante justice he once set for himself.
