The main difference between this episode and the original episode 23 is that Okabe does not receive the Movie Mail from his future self, due to Mayuri begging Suzuha to stop relying on Okabe to prevent World War Three. By not opening the Movie Mail Okabe does not find out about Operation Skuld and is unsuccessful in averting both Kurisu's death and World War Three, thereby leading into the story of Steins;Gate 0

In the story, Subaru Natsuki is an ordinary high school student who is lost in an alternate world, where he is rescued by a beautiful, silver-haired girl. He stays near her to return the favor, but the destiny she is burdened with is more than Subaru can imagine. Enemies attack one by one, and both of them are killed. He then finds out he has the power to rewind death, back to the time he first came to this world. But only he remembers what has happened since.

There, girls from Hanzoo Academy, Homura Crimson Squad, and Hebijo Clandestine Girls' Academy also come, but Asuka says, "Let's have fun together today" and they call a temporary truce. 
 
However, a trivial matter sets off a sour quarrel and, at Yumi's suggestion, they settle it with a showdown in the style of the ancient shinobi.

The eccentric, self-proclaimed mad scientist Rintarou Okabe has become a shell of his former self. Depressed and traumatized after failing to rescue his friend, he has decided to forsake his mad scientist alter ego and live as an ordinary college student. While working as a receptionist at a college technology forum, Okabe meets the short, spunky Maho Hiyajo, who
later turns out to be the interpreter at the forum's presentation, conducted by Professor Alexis Leskinen. In front of a stunned crowd, Alexis and Maho unveil Amadeus—a revolutionary AI capable of storing a person's memories and creating a perfect simulation of that person complete with their personality and quirks. Meeting with Maho and Alexis after the presentation, Okabe learns that the two were Kurisu's colleagues in university, and that they have simulated her in Amadeus. Hired by Alexis to research the simulation's behavior, Okabe is given the chance to interact with the shadow of a long-lost dear friend. Dangerously tangled in the past, Okabe must face the harsh reality and carefully maneuver around the disastrous consequences that come with disturbing the natural flow of time.

Since she doesn't know that he's secretly a manga artist who publishes under a female pen name, and he doesn't know that she doesn't know, he misunderstands and offers her a chance to work as his assistant instead of a date! But while it's not flowers and dancing, it is a chance to get closer to him, so Chiyo gamely accepts. And when Nozaki realizes how useful Chiyo can be in figuring out what girls find romantic, he'll be spending even more time with her "researching" while remaining completely clueless. Could Chiyo's romantic frustration possibly get any more drawn out of proportion?

Meanwhile, Renge is very thoughtful about how the trip may change her view on the world, spending the evening before the trip giving her farewells to the countryside. The next day, everyone sets off on their flight to Okinawa...

Accompanied by the lovely teenage girl Yaya, who is actually Raishin’s puppet weapon, he plans on rocketing to the top of the class. However, his test scores come nearly dead last although his combat skills and determination are second to none. Raishin has to compete with the deadliest of classmates if he wants to come out as the king.
